It started off as a one-off gag as part of the throng in my Promethean game was there looking for a vampire, the rest were looking for a spirit cult, and there was a Redeemed Thaumaturge also following said cult. On top of that, it was a goth club and 'Zanzibar's' just seemed to fit.

I later decided the reference was too good to use just once so I came up with a way to justify having more of these clubs in 'my' WoD. So I fleshed out in my notes that Zanzibar's is in fact a chain of bars and clubs. It's financed by a shadowy group of diplomacy-minded supernaturals (and some hunters) with deep pockets who felt that the collective need for secrecy would be better served by making available places that are like Elysiums for all non-humans (and those in the know) where grudges are checked at the door and everyone can unclench. It takes on different forms in different places to accommodate regional preferences, the tastes of as many financiers as possible, and to suggest that they are unconnected establishments. In one city it's a goth club where in another it's a redneck country bar (which is how it appeared in my Hunter LARP, in fact) and in a third place it's more of a coffee house. And so on.
